The full-scale war became the most severe stress test for the Ukrainian state. Millions of people were forced to move, lost their documents, needed assistance, compensation, access to services and quick communication with the state. In these conditions, digitalization ceased to be just a convenience – it became part of national resilience.

The video “State in a smartphone: Ukrainian digital transformation” shows the Ukrainian experience of a digital state that did not stop during the war. Action, electronic documents, online services, digital tools for assistance and interaction with citizens became proof that a modern state can remain functional even under blows, cyberattacks and constant uncertainty.
